The Numbers Canadians with a PAL have bought about 30,000 new handguns in the past week, based on our estimates. HTech Firearms said they counted 28,719 as the difference in RCMP transfer numbers today vs. a week ago. That represents about 4.5 months of normal sales, based on our estimates. (Canada has imported almost 80,000 handguns in the past 12 months, or 6,612 per month on average.) Perspective and Context Symbolically : It’s great! Sends a nice message. For Sharing Our Angle : It’s great! Lots of media reports about the buying spike, which means lots of gun-store owners get to tell their story. (One store owner told me a distributor is shipping guns by air to get them to customers. Wow!) For Individual Buyers and Sellers : It’s great! Buyers get a highly desired good, and sellers make a highly desired buck or two. For the Market Overall : It’s small, but much better than nothing. 30,000 handguns out of 1.1 million is less than 3%. It can’t last at the same pace, because stores are empty. But if the OIC comes late this year, there could be another increase of 30,000. Unknown : How much of the buying is by new owners vs. existing owners buying their 3rd, 4th ... 20th handgun. Government Response Bill C-21 proposes restrictions so that most individuals would not be able to transfer (e.g. buy, sell, or give) or import handguns. Current handgun owners would be able to continue to possess and use their handguns, including for target shooting and collecting. Elite level sport shooters who compete in the Olympic and Paralympic handgun shooting disciplines, as well as individuals who hold an authorization to carry would be able to acquire handguns. Details “The committee has also not yet decided to study the Proposed Regulations,” Wassim Bouanani, the committee clerk, told TheGunBlog.ca by e-mail this evening. He was responding to a series of questions from us about the possible agenda, procedures and timing. Jim Carr, the committee chair, didn’t respond to an e-mail and phone call from TheGunBlog.ca. He failed to get that support. Noormohamed cited the "run on handguns" to derail questions to Minister Marco Mendicino. The SECU chair said the committee will consider the motion to approve the regulations at its next meeting on June 14. (Our understanding is that a simple majority would be enough for the motion to pass. The committee of 12 MPs is comprised of 6 Liberals, 1 NDP, 1 Bloc Quebecois, and 4 Conservatives.)
